A city map appears silent.

It contains lines, districts, roads, neighborhoods, rivers, freeways, and boundaries. Yet when those lines determine who votes together, who elects a representative, and which communities possess enough collective strength to influence City Hall, the map is no longer merely geographic.

It becomes political architecture.

San Jose’s 2021–2022 redistricting battle revealed this truth with unusual clarity. Following the 2020 Census, the city was required to redraw its ten council districts so that population changes would be reflected in political representation. The new boundaries took effect in February 2022.

But the argument that followed was about much more than population equality.

It raised a deeper question:

Should a new political map merely preserve existing communities, or should it actively attempt to repair the inequalities produced by older maps?

That question divided residents, civil-rights organizations, neighborhood groups, commissioners, and councilmembers. It produced competing proposals—the Unity Map, the Community Map, the Commission Map, and finally the Council Map.

Behind them all stood a larger philosophical conflict over San Jose’s history.

Were existing district boundaries simply neutral lines inherited from earlier political arrangements?

Or had they become part of the same accumulated geography shaped by redlining, segregation, unequal investment, freeways, annexation, zoning, and neighborhood exclusion?

If geography had helped create inequality, could geography also be used to repair it?

That was the unfinished argument beneath the redistricting debate.
